Meet Joshua Ray

I am the current Chief Deputy at the Guadalupe County Sheriff’s Office and a retired Texas Ranger. I am a conservative Republican seeking the office of Guadalupe County Sheriff in the March 2024 primary.

I am committed to building on the foundation laid by my predecessor and furthering the capabilities, resources, and professionalism of the Guadalupe County Sheriff’s Office. Our county is experiencing unprecedented growth, and it will take a proven and experienced visionary leader to lead this agency into the coming years. I plan to embrace modern police strategies, harness technological resources, expand and update training standards, build partnerships with area law enforcement agencies and stakeholders, and maintain a high level of expectations and accountability for the employees of the Guadalupe County Sheriff’s Office.

EARLY YEARS

I am originally from the small town of Paris in northeast Texas but was fortunate enough to build our family roots in Guadalupe County because my wife, Janel, has deep family ties in Seguin and the surrounding area of San Marcos. We have been married 22 years and have three children. Our oldest daughter works and attends college in San Antonio. Our son is on active duty in the United States Air Force. Our youngest, a teenager, is still at home.

Military service was ingrained in me by my father who served during the Vietnam Era and was a Texas DPS State Trooper. Therefore to no surprise, I enlisted in the United States Marine Corps shortly after graduation from High School and served from 1996 - 2000. As a Military Policeman by MOS (Military Occupational Skill), I was selected early on for the security detachment of HMX-1 (Marine Helicopter Squadron One, the Presidential Helicopter Squadron). I was stationed at both the Marine Corps Base at Quantico (Virginia) and Naval Air Station Anacostia (Washington D.C.). I traveled worldwide with the President of the United States performing overall security for the Presidential Helicopters and Associated Presidential Assets. As I rose in rank, my job evolved to supervision and coordination of these efforts. 

LAW ENFORCEMENT CAREER

After my military service, I immediately joined the ranks of the Texas Department of Public Safety. I was a State Trooper in the Texas Highway Patrol for thirteen years. In addition to routine police patrol activities, I was also certified as a canine handler and Commercial Vehicle Enforcement Trooper. I deployed on multiple occasions to various Hurricane Relief duties on or near the Texas coast and multiple deployments supporting DPS border operations.

In 2013, I was promoted to Special Agent in the Criminal Investigation Division of Texas DPS and assigned to the Texas Capitol Complex in Austin. Initially, I was assigned to the Counter Surveillance Unit. In this role, I primarily worked undercover actively pursuing those who intended to either hurt or harm State Assets, State Employees, or the public on or near the confines of the Capitol Complex. Additionally, I served in an investigative role, investigating various criminal law violations as well as performing dignitary protection for various elected leaders and staff. During this time, I became trained and certified in crisis/hostage negotiation and was an active member of the Texas DPS Region 6 crisis (hostage) negotiation team.

In 2015, I was selected and appointed to the Texas Rangers, and assigned to Company “A” in the Bryan/College Station Office. In this role, I conducted multiple diverse and complex criminal investigations including murders, robberies, kidnappings, sex offenses, officer-involved shootings, police use of force incidents, and public corruption cases. I specialized in both violent crime investigations and unsolved “cold” case investigations. I served on the Texas DPS Region 2 crisis negotiation team, and ultimately became the team leader supervising the overall capabilities, training, and operation of the team. I have on multiple occasions, either negotiated or supervised a safe resolution to life-threatening situations, undoubtedly preventing the loss of life. Additionally during this time, I along with other Rangers deployed in response to Hurricane Harvey, performing water rescues and various security/law enforcement related assignments.

In October 2020. I transferred to Ranger Company “F” in New Braunfels and moved my family to our current home near Seguin. I served in this role until my retirement in 2022.

CHIEF DEPUTY, GUADALUPE COUNTY SHERIFF’S OFFICE

In October 2022, I was presented with the honor to be appointed by Sheriff Arnold Zwicke as his Chief Deputy of the Guadalupe County Sheriff’s Office.

As Chief Deputy, I currently supervise all aspects of the Guadalupe County Sheriff’s Office from traffic enforcement to Capital Murder investigations, including Patrol Operations, Criminal Investigation Division, the Narcotics Task Force, the Administration Division, Warrants, 911 dispatch, Animal Control, Civil, Special Operations (SWAT, Drones, Crisis Negotiation), the Mental Health Unit, and the Adult Detention Facility
