Joshua Ray has built his life around service.

From serving as a United States Marine to serving in one of the most elite law enforcement agencies in the world — the Texas Rangers — Joshua learned firsthand the values of hard work, discipline, and personal responsibility.

He has combined those core principles with his deep love for the community and his passion for helping others, building a distinguished career in public service.

Now, as the elected Sheriff of Guadalupe County, Joshua remains steadfast in his commitment to professionalism, high standards, increased accountability, innovation, integrity, and delivering elite-level law enforcement services to the citizens of Guadalupe County.

    Integrity is at the very heart of our profession. It is the foundation upon which public trust is built and maintained, and it is essential to our authority and responsibility as peacekeepers.

    At the Guadalupe County Sheriff’s Office, I have worked diligently to strengthen and reshape our culture to reflect this commitment. We will continue fostering an environment that demands and expects the highest standards of integrity — both internally within our ranks and externally in our service to the community.

  • PROFESSIONALISM

    Professional Law Enforcement for a Modern Era

    Policing has evolved significantly over the past several decades. Today’s law enforcement professionals are held to higher standards than ever before — and they must be equipped to meet those expectations with excellence and professionalism.

    I firmly believe this is accomplished through strong leadership, ongoing high-level training, and a culture that demands excellence. My goal is to continually invest in premier professional development for our deputies, correctional officers, and command staff — building an organization defined by competence, confidence, and accountability.

    Since taking office in January 2025, I have enrolled personnel from line-level patrol deputies to senior command staff in elite law enforcement training programs across Texas and throughout the United States. Drawing upon my experience with the Texas Rangers, I understand firsthand what professional, high-caliber training looks like. I have brought those standards to the Guadalupe County Sheriff’s Office and remain committed to investing that knowledge and experience into the men and women who serve our community every day.

  • COMMUNITY INVOLVEMENT

    Communication. Visibility. Transparency.

    Effective law enforcement in today’s environment requires constant communication with civic leaders and the community we serve. We cannot see everything, and we cannot be everywhere. Strong partnerships and meaningful relationships are essential for any agency to succeed in protecting its citizens.

    As Sheriff, I am committed to being visible, accessible, and engaged. My door is always open, and my phone is always answered. Transparency and honesty are not slogans — they are trademarks of my office.

    Since taking office, my engagement with the public has not stopped. I remain highly visible and active throughout Guadalupe County, attending community events, meeting with stakeholders, and maintaining open lines of communication.

    We launched the first-ever Guadalupe County Sheriff’s Citizen Academy to strengthen community understanding and involvement. Additionally, we have significantly enhanced the Sheriff’s Office’s visibility and transparency through expanded communication and engagement across multiple social media platforms.

    Building trust requires consistent presence, open dialogue, and a willingness to listen — and that commitment will never change.
